An Anarchist in Romagna

A Rebel Finds a Leader
Early Political Defiance
Arpinati encounters Mussolini through socialist and anarchist politics in Romagna. Their relationship begins as a meeting of two young men drawn to confrontation and contempt for established authority.
Friendship across the Divide
Although Arpinati’s anarchist background differs from Mussolini’s later direction, personal loyalty survives political change. That bond will eventually bring him into the fascist movement.
Bologna’s Isolated Organizer

A Nearly Empty Fascio
Six Members and Little Money
Arpinati is assigned to rebuild the Bolognese fascio when only a handful of members remain. The city and countryside are controlled by socialist organizations, and the fascists lack a permanent office or reliable resources.
An Uneasy Choice
Landowners offer money and arms, though Arpinati comes from the working class and distrusts them. He accepts that the movement needs support to confront the forces dominating rural life.
A Leader of the Squads

Violence Brings Followers
The Palazzo d’Accursio Crisis
Arpinati leads Bologna’s fascists through a series of clashes and raids. After the bloodshed at Palazzo d’Accursio, membership rises and supporters acclaim him as a leader.
Personal Authority
His standing comes from action in the streets rather than formal rank. Mussolini grants him authority, but Arpinati’s local following gives him a power base independent of Milan.
Arrests and Return

Repeated Imprisonment
A Life on Trial
Arpinati is arrested repeatedly for involvement in fascist violence and spends time in jail. On release, crowds sometimes welcome him as a hero, deepening his identification with the squads.
Loyalty during Factional Conflict
He remains aligned with Mussolini during the dispute over pacification and later returns to leadership in Bologna. His loyalty does not eliminate the violence for which he is responsible.
A Friend at the Crisis

Support after Matteotti
Asking the Duce Directly
During the crisis following Matteotti’s murder, Arpinati visits an isolated Mussolini and asks bluntly whether he ordered the killing. Mussolini denies it, and Arpinati urges him to punish the perpetrators rather than abandon government.
Loyalty as Intervention
Arpinati then sends followers to applaud Mussolini, helping create the appearance of public support. His personal allegiance gives the Duce emotional and political assistance at a moment of deep isolation.
